CHIEF FINANCIAL OFFICER - NEW MEXICO SPACEPORT AUTHORITY
New Mexico Spaceport Authority (NMSA) is currently looking to fill the Chief Financial Officer (CFO) position at its headquarters office in Las Cruces.
The CFO is responsible for managing the agency's system of internal financial controls, and supporting general business operations, contract creation and monitoring, and financial statement creation and dissemination as described below, all in compliance with relevant legislative requirements based on statute and regulations (FIN 16.7, NMSA 1978, section 6-5-2, Rule 2.20.5 NMAC).

Nature of Work
The Chief Financial Officer is the senior manager responsible for multiple program support functions within the department who executes the Governor’s, the Board of Directors’ and the Executive Director’s financial initiatives, goals and policies, while working within the Model Accounting Practices established by the Department of Finance and Administration (DFA).
The CFO prepares and establishes, in coordination with the NMSA management team, capital expenditures and operational budgets in compliance with the Public Finance Rule. The CFO is ultimately responsible for all data entry into the departmental Financial Accounting System, Procurement System, Federal Grants and Project Management and all sub- or third-party modules and systems that interface or generate data that is entered and/or loaded into the Statewide accounting system.
The CFO is responsible for ensuring compliance with State and Federal Laws as they pertain to timely financial reporting to oversight agencies. The CFO provides clear instructions, verbally and in writing, establishing an equitable distribution of assignments and ensures the performance of those assignments is achieved, monitoring performance standards and taking appropriate measures to resolve programmatic or personnel situations while encouraging and facilitating teamwork and continued development through training.
The CFO is responsible for preparing all financial statements and reports for economic impact analysis; tax and bond obligations; the State of New Mexico Executive and Legislative budget analysis; and Board of Directors’ reviews.
Job Description
The CFO is responsible for the complex accounting and budgeting functions of NMSA. This includes planning and supervision of all accounting activities, accounts payable, accounts receivable, general ledger, investments, budgeting, forecasting, tax related activities, payroll, employee benefits, purchasing and production of financial statements for all programs. Other related duties are support for procurement activities and management of public bonds disbursements. Specific job functions include the following:
• Develops and implements strategic plans and performance measurements to set goals, measure accomplishments, and integrate continuous improvement into day-to-day activities of the finance department.
• Ensures that all internal control structures and accounting systems are functioning properly.
• Coordinates program support activities within the agency and other state agencies using accurate and timely communication. This includes cooperation with other state and local agencies, financial management of capital improvements processes, and proper financial processes for customer project management accounting and billing.
• Ensures that all financial transactions within the department are recorded daily, properly classified and comply with State and federal law.
• Ensures the department’s annual financial audit is completed no later than the date established by the State Auditor.
• Disseminates fiscal policies, procedures and responsibilities regarding financial transactions and activities to all employees and related contractors.
• Facilitates dissemination of information to all stakeholders regarding the financial status of NMSA including budgets, bonds, legislative appropriations, capital improvements, contractual obligations, revenues, and expenses. Stakeholders include the NMSA Board; the State’s Executive and Legislative Branches; and the State’s citizens and taxpayers.
• Manages NMSA point-of-sale billing support during events.
• Ensures Capital Asset inventory records are maintained and accurate.
• Ensures compliance with the retention and destruction of documents pursuant to the State Commission of Public Records and NMSA 1978 1.21.2.1
Minimum Qualifications
Bachelor’s Degree in Business Administration, Accounting, Finance or Auditing and eight (8) years of experience in Accounting, Business Administration, Public Administration, Finance or Auditing, including three (3) years of managerial or supervisory experience.
Preference will be given to applicants who possess and maintain an active New Mexico license as a Certified Public Accountant.
